Honestly, its a hard thing to make work. I mean, if I am rich and know 70% of my wealth is going to the government when I do, I'm going to set it up to reduce that as much as possible, even if that means funneling money to my kids outside of normal means. They can afford to do this, so it doesn't work. Its a political pipe dream.
