Is it illegal, like to the point of you can get a small-ish fine for cycling on the path/sidewalk in the US? It is here and it's total bollox... Along with the fact that you can get a fine for no helmet now too
Not all cops enforce it but if you get a bad cop on a bad day you're screwed, and imagine that your 14 y/o kid coming home from school one day "mum I got a fine for £70 for riding my bike on the path!" 
Lights too (on a night) but I agree with that.
