Los Angeles is one of the obvious cities to be on the list. Atlanta is also easy to add. (3 hour traffic jams daily with the outbound traffic is an immediate qualifier in my mind. )
I'd also include the Hartford area. It is not far from NYC, and the whole general area is a bit of a mess traffic-wise. What cities would you add to the list?

I'd have to say Denver. Dallas is quite bad too. Honolulu from what it seems is also very bad with traffic as well.

I'd hate driving in Honolulu or Dallas, to be honest. Luckily I live in an area with relatively good traffic.

Driving in Philadelphia or Baltimore sucks too. And especially with the many stub roads here.

Indianapolis, in certain areas.
For example, I swear I see or hear a crash everytime I'm around 86th Street and Michigan Road (aka US 421) on the northwest side of Indy.

I hate narrow interstates with really weird curves. Those are the worst, especially on the merge lanes.

To explain Harrisburg:
SR-581 @ I-83 is a substandard interchange that becomes a bottleneck in the afternoon. Commuting there is crappy. And pretty much all interstates around the area. Here's a google maps link, so you can see for yourself: Linkie!

You guys have never driven in York! Or London! Our roads are TINNNNY built by the freaking vikings! Literally, one way systems all the way through town 1 to 2(rarely) lanes and there are people walking in and out of the cars all the time.

Washington DC is the worst. So bad, traffic backs up 2-3 hours outside the city and the weekends anywhere in the vicinity is miserable.

worst city hands down is san francisco..trying to navigate upper market street at 5th and market and beyond is a nightmare..bottleneck traffic when you get closer to downtown area accessing the bay bridge. thats why i avoid big city life

here traffic wise it isn't too bad... NYC however man... there's a reason the long island expressway is called the world's largest parking lot.

The one time I drove through NYC, yep, got stuck in traffic. Wasn't as bad as I expected though. Went around it on the way back through.
