Are there three different menus/panels on that thing?

no actually that's just how Window Maker works, it's based on the next-step interface that eventually became OSX 

Basically each one of those Icons are an app or link to something, you can even have icons that do stuff like monitor your CPU temp or network usage and stuff.

I've been itching to combine Window Maker with Conky lol.
