Yeah, I've had this happen a couple of times. I suppose it's not surprising: the last 10% is often the hardest 10%, and it's often done last because it's the hardest part.

I don't think I've ever scrapped a project at that stage: all of them either get scrapped early on, or get completed eventually. However, some of them get done to 80-90%, then put on hold, then completed several months later...
