Not worth the trouble.
Lots of people don't change their account's time settings and I doubt anyone wants to input accurate location data either.
Reading the computer's time is too intrusive. Not to mention you would also need location data because sunrise/sunset times change every day based on your latitude.
Overall it's just too intrusive to actually implement in any sort of ethical manner.

People tend to prefer dark or light, and tend not to switch between the two. I can't see this being useful.

Right, you are right, these are the arguments that speak against it. I would just have that "only" you can program it or not

Can you program it? Yes.
Should you program it? Probably not, given the amount of use the feature would likely get.
