Permanently frozen soil, no vegetation, permanently frozen lakes. Wearing a t-shirt, shorts, and sandals. Except for my feet, it felt nice. So yeah... I suppose cold if not only because if it's cold you can keep adding layers. You can't do that in hot weather. But we've had both extremes. In winter we had a day go down to -30*C this year.
