It probably either stores the information about how to connect to it, or has functions in code for dealing with it. I haven't looked at it of course, but that's the way SMF does it I think. My understanding, based on the explanations from previous downtime, is that they use a separate database for each forum. That's a positive at least. (It's really inefficient to do that, but hey, it means less account theft! ) @Aco: We all do. They are pretty messed up haha. Most of us have had some pretty sour experiences with them. It doesn't take a hacker to get into stuff in its current condition, but it's simply not the right thing to do, so I won't mess with any of it.
