It's a hover effect. I added a few for experimental purposes when I was working on the latest incarnation of the theme. Most of them were removed, but that has remained for people to discover.

You have to hover for a few seconds. It has a delay on the effect.

did you do this with css or jquery Id recommend jquery because some browsers dont cover css3 I found that out after I did it on my site

I'm just using CSS3 transitions. I would use jquery, but it's not really a particularly important feature, and I suck at anything that has to do with javascript.
