Should governments subsidize the cell phone service?

Ten years ago, the idea that practically everyone above the age of 11 would have a cell phone was laughable, to say the least. Of course the use of the cell phone has become a very integral part of society since then, but the prices still have yet to reflect that.

Many people are still used to paying bills upwards of $120/month just to get unlimited 3G/4G service, and now LTE is beginning to take the spotlight. Such high prices are difficult for some, especially the unemployed, to afford. However, cell phone technology is very expensive by nature, so the service bills are naturally high as a result. The question becomes that of whether or not the government should begin to take steps to significantly subsidize such an essential service as technology continues to grow.
